There is carried out the analysis of the initial data structure used for numerical modeling of fires based on regulatory requirements and investigation in performance of calculations to determine the estimated value of fire risk for municipal buildings. It is shown that the calculation result depends on the composition and quality of the initial data. And as a consequence, the quality of the developed fire prevention measures also depends on the composition and quality of the initial data. There is given the classification of the initial data used in calculations to determine the estimated value of fire risk for the object of protection. The two main data sets are distinguished: those obtained on the object and those determined by formulated scenarios. A list of parameters that have a qualitative and quantitative impact on the calculation result is provided. Methods for determining the quantitative values of such parameters as the fire area, specific mass of the combustible load are presented.

The stages of creation and modernization of the federal data bank «Fire safety and rescue operation facilities» is presented. The basic information in the databases «Manufacturers» and «Suppliers» are described. Both the use of information in the FBD PB and its further development at the present stage are presented.

The expansion of production of liquefied combustible gases and especially of liquefied natural gas, aimed to ensuring the energy security of the country requires an increase in fire safety level of production and usage of liquefied combustible gases. In order to improve fire safety there is carried out the analysis of recent research findings, as well as national and international standards for liquefied combustible gases application. These findings can contribute prevention and elimination of accidents related with liquefied combustible gas fires.

The article deals with the issues related to the application of certain requirements of the Rules of fire protection mode during performance testing of fire protection systems and installations of buildings and structures. FGBU VNIIPO EMERCOM of Russia receives the aforesaid issues from citizens and organizations. Based on the explanations of the EMERCOM of Russia, as well as on the analysis of regulatory legal acts of the Russian Federation and regulatory documents on fire safety, which establish the requirements for conducting these inspections, specialists of the Institute, in order to establish common rules for applying fire safety requirements, prepared a generalized information material. This material is intended to eliminate certain gaps in the legal regulation in the field of fire safety as well as ambiguous interpretation of certain requirements of the fire regulations related to the above-mentioned inspections.

The analysis of normative legal acts in the field of activities of supervisory bodies of EMERCOM of Russia, as well as the analysis of activities of supervisory bodies of EMERCOM of Russia in the field of violation of fire safety mandatory requirements is carried out. There is proposed the organizational and legal model of operation of supervisory bodies of EMERCOM of Russia aimed at prevention of violation of mandatory requirements based on aforesaid analysis. The model includes a set of elements primarily associated with the necessity to amend several normative legal acts.

The article discusses the most commonly used (applied) terms in normative legal acts and regulatory documents related to fire safety of buildings and structures. Misinterpretation of terms leads to distortion (wrong selection) of fire safety requirements. The proposals to change the definitions of some terms and several paragraphs of the Technical regulations for fire safety requirements as well as Codes of rules are stated.

The article considers the methodology of preventive activities performed by officials of Executive authorities of the subjects of the Russian Federation, as well as local government, organizations, and citizens in the residential sector. There is presented the system of initial data for development of a set of preventive measures in the residential sector, considering the socio-demographic development of the subjects of the Russian Federation. The list of preventive measures at residential facilities as well as an exhaustive list of requirements for implementation of preventive activities in the residential sector were developed following the results of scientific investigations in the context of research work. The procedure of preventive activities in the residential sector is presented.
