The article deals with the issues of public administration efficiency related with the saving of the state budget as well as formation of conditions for increasing the competitiveness of fire-technical and emergency-rescue products.

The article considers materials concerning the methodology of scientific and educational experiments aimed at investigation of effectiveness of distance learning for operators of robotic complexes using electronic educational publications. The results of social progress are now concentrated mainly in the informational sphere and the creation of mass continuous self-learning systems is becoming popular. In addition, there is necessary to search for effective methods of such training, on the one hand, and to eliminate harmful techniques, on the other. The article presents the provisions concerning the basis of scientific and educational experiment on assessing the effectiveness of application of electronic educational publication. It is shown that the evaluation of distance learning effectiveness is based on statistical processing of the test results of the students involved in the experiment using nonparametric methods by means of the two-sample Wilcoxon rank sum test. There are concluded conditions in which it is advisable and effective or undesirable to use distance learning using electronic educational publications.

There are historically established approaches for solving various issues, in particular, to determining the change of guard on duty time in the context of operative activities of fire service divisions. The use of new mathematical methods and information technologies allows considering in detail the advisability of choosing the time of changing of guard, as well as its impact on other aspects of activities of fire service divisions. The article describes the main methodological approaches for solving the problem, in particular, using the tools of the R software environment.

The article considers the main provisions of the Federal law No 248-FZ dated 31.07.2020 “On state control (supervision) and municipal control in the Russian Federation”, which comes into force on July 1, 2021. The article analyzes the procedural bases of state and municipal control expounded in the Law. The focus of these bases is on preventive measures.

There are considered the actual issues on implementing the basic fire safety measures by local governments. The analysis of fire statistics, as well as normative and normative-legal documents is carried out. The necessity of their improvement is concluded. The proposals to amend and update certain provisions of these documents are provided.

An inaccurate definition of the term generates the polysemantic interpretation and, as a result, falsification (incorrect choice) of fire prevention measures. The authors of the article analyzed several of the most frequently used terms applied in regulatory legal acts and normative documents. The authors concluded that the definitions of many terms need to be adjusted. The authors also formulated proposals for changing the definitions of certain terms and particular paragraphs of the Technical Regulations on fire safety requirements as well as Codes of Rules.

The features of fire safety of residential facilities are considered. The risk factors of high fire hazard of residential facilities are given. There are described conditions that promote the occurrence and development of fires in the residential sector. The main tasks and directions of preventive activities in the residential sector are defined. There are presented the approaches aimed at organization of preventive activities at residential facilities. There are made the proposals to develop preventive measures using specified financial and human resources. There are also stated the proposals both to determine the composition of participants of preventive activities and to ensure their interaction. There are determined the initial data for planning the preventive activities at residential facilities, as well as the composition and authorities of participants of fire prevention activities at residential facilities. The authors present the powers of state authorities of the Russian Federation subjects and local self-government bodies concerning implementation of organizational arrangements for prevention fires in the residential sector.
