There is drawn the conclusion on the reduction of administrative burden on business entities as a result of the implementation of adopted changes. In addition, the updated provisions of NAP enable to create better mechanism for monitoring the compliance of licensees with license requirements. This mechanism allows strengthening the effectiveness of the regulatory functions of the licensing authority.

There are cited the physicochemical and fire hazardous properties of the mentioned heat-transfer agents, as well as the list of preventive fire-fighting measures and fire-extinguishing facilities.

The article considers the proposal to use the Harrington desirability function to normalize indicators reflecting the regions condition in the context of connection between fatalities/injuries of non-adults in fires and life quality of population of the regions and the preventive activities of EMERCOM of Russia territorial authorities. There are considered the features of normative regulation of separation distances in terms of estimated justification of their values. The necessity of improving the calculation methods mentioned in SP 4.13130.2013 is justified. There is formulated the problem as well as the ways of its solution concerning acceptability of reduction the separation distance to less than 6 m. A brief overview of the capabilities of modeling programs is given. There is concluded the necessity to solve the problem using both numerical methods and by solving the differential equation of thermal conductivity. The possible algorithm for justifying separation distance on the base of the obtained dependencies is presented. There are specified tools for solving the problem of justification of separation distances.

There is carried out the analysis of operational situation with fires in the Russian Federation due to violation of rules for gas equipment installation and operation. The basic rules for use of household gas appliances are prepared.
