When designing corridor-type buildings there is a question about the optimal placement of evacuation exits along one or both sides of a long corridor. The previous paper [1] considered the issue of uniform distribution of exits for both wide and narrow corridors, and there was presented the corresponding criterion. The present paper is a continuation of the work [1]. It considers the optimal arrangement of EEs on both sides of a piecewise rectangular corridor in residential and office buildings (letters P) if such device is not provided in the project. In this case, the requirement of maximum distance of EEs from each other minimizes the mixing of human flows during a fire. The nonclassical Maximin problem (maxmin) is formulated, for the solution of which there is proposed a numerical method of direct search – MLV. Calculations were carried out according to the developed program in the TurboPascal-7 languag.

The article provides a comparative analysis of the institute of «extreme necessity» in the field of criminal, administrative, civil law and the Federal Law «On Emergency Rescue Services and the Status of Rescuers». Based on the analysis there are revealed differences in the interpretation of the concept of «extreme necessity» in the above-mentioned normative legal acts. The concepts of «failed emergency» and «exceeding the limits of extreme necessity» are considered. The problems of responsibility in case of provocation of extreme necessity and in the investigation of cases involving the use of extreme necessity in the conditions of emergency rescue operations are formulated and options for their solutions are proposed.

The article discusses a modular robotic self-propelled installation on a caterpillar track (hereinafter referred to as a self-propelled installation). It is delivered on a special fire truck for fire extinguishing. With different equipment it is capable to cut out windows in the wall of a burning tank with oil products and to feed foam inside. There is presented the composition of modules as well as a detailed description and technical capabilities of a self-propelled installation for extinguishing a tank with oil products.
