The scientific and technical bases for ensuring fire and explosion safety in the handling of acetylene are considered. Safe operation with acetylene in the equipment can be ensured by localization of the combustion source by the following methods: phlegmatization of the medium; installation of protective devices, the main of which are fire barriers (their action is based on the phenomenon of flame extinguishing in narrow channels); choice of conditions for combustible gas transportation. To prevent explosion in case of emergency acetylene expiration and to extinguish the flame in closed volumes, the minimum concentration of carbon dioxide is 57% (vol.), nitrogen 70% (vol.). With the help of the Pecle criterion, the values of the critical flame extinguishing diameter for the investigated combustible mixture can be estimated and established. According to safety conditions, acetylene transportation should be carried out at low initial pressures, in pipelines of small diameter and with low hydraulic resistance of fire barrier nozzle.

The relevance of the study is due to the increase in the number of emergencies and the increasing public interest in fire safety issues The article proposes a more comprehensive approach to assessing the effectiveness of fire departments, taking into account, in addition to indicators of response time and fire localization speed, the efficiency and quality of personnel training, technical equipment, the effectiveness of preventive measures, organizational and economic factors. There is carried out the analysis of existing assessment methods, focusing on the application of system analysis and mathematical modelling for accurate forecasting and improvement of fire departments performance. The proposed performance indicators are divided into several categories: operational, organizational, economic, social as well as indicator of readiness. They can be successfully integrated into the management systems of fire depertments in organizations in order to improve safety, minimize losses and make more rational use of resources, which will ensure a high level of public safety and trust in fire service.

The article analyzes the existing methods and models used to optimize the activities of fire departments. The special attention is paid to mathematical modeling, which allows taking into account the type of object, building density, availability of water sources and other factors. Based on this analysis there are developed indicators taking into account economic feasibility, efficiency and safety in the management of fire forces.
The proposed system of indicators addresses the basic principles of fire safety, including assessment of the level of risk to personnel, responsiveness, effectiveness of the technologies used and the system resilience to emergency situations. Among the main indicators there are «reaction time», «level of training and qualification of personnel», «availability of material resources» and «use of innovative technologies».
The developed system is universal, its application is possible both at industrial and civil facilities.
