ANALYSIS OF THE PROSPECTS FOR DEVELOPMENT OF CERTAIN ASPECTS OF LICENSING IN THE FIELD OF FIRE SAFETY

The article considers the possibility of amending the licensing requirements regarding the confirmation of the qualifications of permanent employees who are the license applicants (licensees). Fulfillment of the specified requirements is mandatory if it is intended to carry out (implement) fire fighting activities in settlements, at industrial facilities and infrastructure facilities, as well as activities for installation, maintenance and repair of fire safety facilities for buildings and structures. The analysis of regulations on licensing of fire safety activities, approved by the resolutions of the Government of the Russian Federation is carried out. These regulations are implemented as part of realization of “regulatory guillotine”. Furthermore, the general mechanism for formation of the system for independent qualification assessment, including in the field of fire safety is analyzed as well as the prospects for amending licensing requirements were considered. The article considers the issues of assessing the aviation capability of EMERCOM of Russia on supporting high delivery capacity of extinguishing agent (water) to the site of natural fire in unfavorable conditions for airfield maneuver. The relevance of the article is due to the following factors. On the one hand, the use of aircraft-tankers with large volume of discharged fluid is currently the most effective method for fighting natural fires. On the other hand, there is weak airfield network providing refueling aircraft with water in areas of the country that are most problematic in relation to fire. The article presents calculations showing that, in general, there are opportunities to increase the productivity of water delivery to the fire site with the use of unpaved airfields. It is concluded that these opportunities should be implemented taking into account the economic and technical advisability. This advisability should be based on the identified performance ratios, on the readiness of airfield services to refuel aircraft with water and fuel at maneuver airfields, as well as on the capabilities for using unpaved airfields. There are submitted additional procedures for assessing the possibilities of using unpaved airfields in the process of aerial firefighting of natural fires. Such procedures are not presented in the methodologies that are placed in instructions and flight operation manuals for the aircraft - “water tankers”.

The article provides an overview of the normative legal documents regulating the activities of EMERCOM of Russia divisions regarding interaction with volunteer firefighters (volunteers). The analysis of the current legislation of the Russian Federation enables to investigate the issues of the status of voluntary servants and volunteers, as well as to reveal the organizational aspects concerning involvement of volunteer firefighters (volunteers) and volunteer organizations during elimination of emergencies in the Russian Federation.

The issues of elaboration of requirements for data transfer protocol in fire notification transmission systems are considered. The elaboration of requirements is related to the necessity of informational compatibility between fire notification transmission systems of various manufacturers and automated workstation of fire-and-rescue unit dispatcher. The basic structure of information data of the transfer protocol is proposed. The general and minimum required structure of information attributes of the database of objects of protection is determined. This database is installed at the automated workstation of the of fire-and-rescue unit dispatcher.

There are considered the issues of operational efficiency and reliability of fire vehicles (hereinafter FV) in fires in the Far North and in the Arctic zone. To obtain statistical data on the equipment of fire divisions with PA there were prepared questionnaires and sent to the FPS GPS divisions of EMERCOM of Russia in the regions of the Far North and the Arctic zone. On the basis of the received data, as well as earlier conducted research there was analyzed the age composition of PA and their failures. The necessary recommendations were drawn up for manufacturers to improve the quality of their products.

There are presented the results of statistical data analysis on fires at storage facilities in the Russian Federation for 2010-2019, carried out within the framework of the research work. The objects that are storage facilities are listed. The causes of fires at these objects are considered. It is concluded that since 2009 the number of fires at storage facilities has been growing, that is caused by the violation of the design and operating instructions for electrical equipment. There are analyzed the products and devices that caused those fires.

This article presents the results of statistical analysis of the situation with natural emergencies associated with dangerous hydrological phenomena in the Russian Federation and in the federal districts for 2016-2020. The analysis was carried out based on the number of dangerous hydrological phenomena, the number of fatalities, injured and rescued people in these emergency situations as well as the material damage caused.
