The article deals with the issues of tactical support of the operating official actions in a fire with the use of robotic systems. There are defined routine tasks, functions and conditions for justifying the choice of a robotic complex usage tactics in fire extinguishing. The necessity of developing and improving existing tactical approaches to the robotic complexes using by fire and rescue units is substantiated. The list of scenarios for the robotic complexes use can be formed on the basis of analysis and by developing documents for preliminary planning of fire and rescue unit actions of those objects of protection, fire protection of which is carried out by units equipped with appropriate robotic complexes.

As a result of numerous experiments it was found that often the effectiveness of fire extinguishing seats with high development dynamics is provided by means and methods of extinguishing, which allow for a short time from a safe for the operator distance to supply directly to the combustion zone the necessary amount of extinguishing powder composition optimal for its suppression [1–5]. The pulse feeding method meets this goal to the greatest extent.

For use on gas-cylinder cars, only modular installations with the use of various fire extinguishing compositions can be considered as automatic installations, with the exception of water and water-based extinguishing agents in winter conditions.

The article considers the issues of possible using tethered telecommunication platforms on the base of unmanned aerial vehicles (UAV) for signal retranslation of ground robotic complexes (RTC) control when performing emergency rescue operations in emergencies. The relevance of the topic is due to the need to find ways to protect the RTC control system from the negative effects of powerful heat sources in case of fire, ionizing radiation and numerous interferences arising from dense urban development, when the operator must be removed from the complex at a considerable safe distance.

The article is devoted to the problem of communication in the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia). There are considered the issues of organization of communication between territorial bodies, institutions of EMERCOM of Russia and subjects of the Russian Federation. Short and ultra-short wave radio communication systems are described. Questions of development and improvement of radio communication system of EMERCOM of Russia are discussed.

The article discusses the means of rescue from a height, distributed on the territory of Russia over the past twenty years. A brief overview of devices and manufacturers depending on the part of imported content is carried out. There is made a forecast for the development of the situation of import substitution as for means of rescue of firefighters from the height.

There was analyzed the number of fires, fire deaths and fire injures as well as material loss from fires caused by different kinds of electrical devices in residential and public buildings and structures in the Russian Federation in 2016–2020. As a result of the study it was found that approximately two-thirds of the considered fires were caused by cables and wires. Among cables and wires of different kinds, the largest number of fires was caused by open copper wires, open aluminum wires, hidden copper wires and open copper cables. The largest number of fire deaths and injuries, direct material loss also corresponds to fires caused by cables and wires.
